Dr. Towela Nyirenda-Jere heads the Africa-EU Energy Partnership Secretariat. An electrical engineer with 20+ years' experience, she previously led key AUDA-NEPAD initiatives including PIDA and the Continental Power System Masterplan. She specializes in infrastructure development, energy, and digitalization, advancing Africa's sustainable development agenda.

Dr. Towela Nyirenda-Jere is the Head of the Secretariat of the Africa-EU Energy Partnership AEEP. She is a seasoned development practitioner and electrical engineer with a passion for driving transformative change in Africa. With over 20 years of experience in the private sector, academia, and international development, she has a proven track record in program development, stakeholder engagement and coordination, and implementation of regional and continental cross-border infrastructure projects. She has expertise in infrastructure development, energy and digitalization and is committed to advancing Africa's development in line with the AU Agenda 2063 and the Sustainable Development Goals. In the 15 years that she worked with the African Union Development Agency (AUDA-NEPAD), she played a pivotal role in advancing key initiatives such as the Program for Infrastructure Development in Africa (PIDA), the Africa Water Investment Program, the AU Digital Transformation Strategy and the Continental Power System Masterplan. At the AU-EU Energy Partnership, her leadership guides the collaboration toward a sustainable energy future for both continents. In this strategic role, her team is dedicated to shaping the energy dialogue between Africa and Europe, fostering key partnerships, and coordinating initiatives that push the boundaries of what's possible in the energy sector.

He was notably: - Head of a consulting mission for S.N.T.F. Tione Mtalimanja is an experienced energy specialist with over 22 years’ experience in energy sector planning, energy project development and implementation in Africa, Southeast Asia and United Kingdom, and particularly 16 years’ energy sector experience in Sub-Saharan Africa. Tione is currently serving as a Senior Investment Officer within the Public Sector Clients, Region 1 department of the Asian Infrastructure Investment Bank (AIIB) and he is based in Abu Dhabi, United Arab Emirates, focusing on Sub-Saharan Africa. Tione has extensive experience in power markets, infrastructure planning, sector assessments and reforms, with work experience in Bangladesh, China, Kenya, Malawi, Rwanda, South Africa, United Kingdom and Zambia with multilateral development banks, power utilities and consulting firms. Previously served as Minister: Economic in Washington D.C., advancing Africa's economic interests and facilitating US-South Africa investments.

Ms Lerato D. Mataboge is currently the Deputy Director-General for Trade and Investment in the South African Department of Trade, Industry and Competition (the dtic). Prior to this role, Ms Mataboge founded and headed Trade Invest Africa, an initiative of the dtic aimed at creating sustainable partnerships with the private sector towards the attainment of greater levels of intra-African trade and intra-African investments, specifically in infrastructure and energy projects. She also played and continues to play a critical role in the implementation of the African Continental Free Trade Agreement (AfCFTA). Ms Mataboge previously held the position of Chief Director for Africa at the dtic. In June 2011, she completed her term as a diplomat (Minister: Economic) to the USA, based in Washington D.C. where she, inter alia, contributed strategic ideas to the Africa Group of Ambassadors; managed relationships with the US Congress and Administration for Africa’s economic growth; as well as facilitating US investments into South Africa.

Ms. DITSHEGO Tsebe

Private sector contribution to the green transition in Africa through renewable energy

Ms. Tsebe is UNIDO's National Technical Expert for Green Hydrogen in South Africa. A Chartered Development Finance Analyst, she previously led South Africa's first Country Investment Strategy and heads Gauteng's Technology Investment Office. Her expertise spans infrastructure development, investment facilitation, and policy design, with an M.Phil in Development Finance.

Private sector contribution to the green transition in Africa through renewable energy

Ms. Tsebe (CDFA) currently serves as the National Technical Expert for South Africa on Green Hydrogen at UNIDO, under the Green Climate Fund Technical Readiness Programme. Previously, she was a Technical Advisory Panel Member in Gauteng’s Economic War Room, advising on the Growing Gauteng Together Strategy (GGTS 2030) and investment facilitation. Recently appointed as Head of the Gauteng Technology Investment Office until 2024, her work focuses on investments in data centers, fintech, decentralized finance, and work-from-home roles. Ms. Tsebe has held senior roles, including as the Lead for South Africa’s first Country Investment Strategy (CIS) in the Investment and Infrastructure Office (IIO), representing Infrastructure South Africa in policy unblocking efforts. She also led a national standard by-law for deploying electronic communications infrastructure through Operation Vulindlela. She has a rich background in policy, previously serving at Business Unity South Africa and Cyril Ramaphosa Foundation, with expertise in project management, policy design, and investment. A chartered development finance analyst, she holds an M.Phil in Development Finance from Stellenbosch University, with a thesis on micro pension funds, and has completed advanced certifications in infrastructure, project management, and leadership.

Mr Toru Homma

Managing climate risks to development and operation of critical infrastructure in Africa

Mr Toru Homma serves as Senior Advisor to AUDA-NEPAD's CEO and JICA's Private Sector Development division. Based in Midrand, he manages various Africa-Japan cooperation initiatives and has led 200+ project missions across Africa and Asia. An engineer with an MSc from Manchester University, he specializes in industrial development and trade policy.

Mr Toru Homma

Managing climate risks to development and operation of critical infrastructure in Africa

Mr. Toru Homma is currently a Senior Advisor to the Chief Executive Officer of the African Union Development Agency (AUDA-NEPAD). He has also been serving as a Senior Advisor for Private Sector Development: Investment, Trade, and Industry at the Japan International Corporation Agency (JICA) since 2010. Based at the Midrand office of AUDA-NEPAD, he has worked on several AUDA-NEPAD/ JICA cooperation programmes and initiatives including the Africa Kaizen Initiative, Home Grown Solutions Accelerator Programme, Policy Bridge Tank, regional integration, the Africa Continental Free Trade Area (AfCFTA) and Association of Southeast Asian Nations (ASEAN). Mr. Homma has led about 200 missions formulating and evaluating projects across Africa and Asia. His experience, including three years as a Project Manager and Policy Analyst at the Organisation for Economic Co-operation and Development (OECD) and volunteering, spans across duty stations in France, Indonesia, Japan, Kenya, Myanmar, South Africa and Zambia. As a keynote speaker, he has made numerous presentations at international conferences, published various books and papers and delivered lectures at various trainings in investment policy and promotion, business environment, industrial development and policy, KAIZEN -Quality and Productivity Improvement, Small and Medium Enterprises (SMEs), trade promotion, economic integration, special economic zones, Industry 4.0 and smart manufacturing, startup and innovation, sustainable development in Africa and Southeast Asia among others. An Engineer by profession, Mr. Homma holds a Master of Science in Industrial Strategy and Trade Policy from the Institute for Development Policy and Management at the University of Manchester.

Frédéric Mao, Senior Policy Advisor at GIZ-Africa Union, leads PIDA PAP 2 policy development initiatives. With 20+ years in development finance, he previously served as Director of Financial Engineering at Atlantique Finance and Central Director at BICEC. Holds a Master's in Entrepreneurial Management from Boston University, specializing in infrastructure development and climate finance.

Frédéric Mao

Accelerating preparation and financing of transboundary water projects

Frédéric Mao is an accomplished executive with over two decades of experience in development finance, policy advisory, and strategic negotiations across Africa. Currently serving as Senior Policy Advisor at GIZ-Africa Union, he plays a key role in facilitating policy development for the second Priority Action Plan of the Program for Infrastructure Development in Africa (PIDA PAP 2). Previously, he was Director of Financial Engineering at Atlantique Finance Côte d'Ivoire and Central Director Corporate Banking at BICEC Cameroon. Frédéric has extensive experience in project finance, public policy, and fostering partnerships for infrastructure and development projects. He holds a Master’s Degree in Entrepreneurial Management from Boston University and has contributed significantly to climate finance, resource mobilization, and capacity building initiatives. His deep understanding of development challenges in Africa positions him as an effective leader in driving sustainable growth initiatives.

Mr. SUGIO serves as Deputy Chief of Mission at Japan's Mission to the African Union since December 2022, currently acting as Chargé d'Affaires ad interim. He manages Japan-AU partnerships, including TICAD 9 preparation. An expert in peacekeeping and climate change, he holds an MA in War Studies from King's College London.

Mr. SUGIO is Deputy Chief of Mission at the Mission of Japan to the African Union since December 2022 and currently assumes Chargé d’Affaires ad interim during absence of Ambassador of Japan to the AU. As DCM, he manages day-to-day business of the Mission which includes partnership between Japan and AU, in particular preparation of TICAD 9 next year. He is also expert in several issues including peacekeeping and climate change. He holds a MA degree in War Studies at King’s College London.

Dr. John Deng Diar Diing is the Executive Secretary of NCTTCA, overseeing corridor policy implementation and operations. An infrastructure expert with a PhD in Project Planning, Harvard MPA, and Manchester MSc, he previously served as NCTTCA's Deputy Director and managed South Sudan's strategic road projects. He's a recognized Chevening and Harvard Kennedy scholar.

The Executive Secretary of the Northern Corridor Transit and Transport Coordination Authority (NCTTCA) is responsible mainly for monitoring the implementation of the decisions taken by the Northern Corridor Policy Organs, ensure the overall functions and operations of the NCTTCA, strategic planning and resource mobilisation, among others are meticulously achieved. Dr. Eng. John Deng Diar Diing is an infrastructure development expert and leader with a diverse background in project management, public policy, and environmental assessment. He holds a PhD in Project Planning and Management from the University of Nairobi, a Master of Public Administration from Harvard University, where he was a distinguished Edward S. Mason Fellow, and an MSc in Management of Projects (Construction) from the University of Manchester. Prior to ascending to the helm of the NCTTCA, Dr. John was the Deputy Director of Infrastructure Development and Management at the Northern Corridor Transit & Transport Coordination Authority (NCTTCA) Secretariat in Mombasa, Kenya. He also served as the Director for Projects for South Sudan Roads Authority where he was instrumental in managing strategic road development projects. Additionally, Dr. John served as Managing Director of Horizon Real Estate Construction Company Ltd, overseeing significant construction projects in South Sudan. Dr. John has a strong foundation in organizational strategy, stakeholder management, and leadership. He has been recognized for his contributions to the field with several prestigious awards and fellowships, including the Eric Yankah Award from Harvard Kennedy School and a Chevening Scholarship.

Eng. Munyaradzi C. Munodawafa

Eng. Munyaradzi Munodawafa, CEO of Zambezi River Authority, is an electrical engineer with 40 years' energy sector experience. He holds an MSc in Electrical Engineering and MBA. A Fellow of both Zimbabwean and Zambian Engineering Institutes, he previously managed major power stations and served as Principal Director of Zimbabwe's Energy Ministry.

Eng. Munyaradzi Crispen Munodawafa, Zambezi River Authority Chief Executive, is an electrical engineer with 40 years’ experience in the Energy Sector, ranging from power engineering, fossil fuels, renewable energy, water resources and large dam management. He graduated with a Master’s degree in Electrical Engineering(Msc.) from Kharkhov Polytechnical Institute (Ukraine-1984). He also has a Masters in Business Administration{(MBA), Citizen University Zambia}, holds an Executive Diploma in Business Leadership (Zimbabwe Institute of Management) and a Diploma in Supervisory Management- (United Kingdom). Munodawafa is both a Fellow of the Zimbabwe Institute of Engineers, and the Engineering Institute of Zambia and a contributor to the Engineers Without Borders programmes, jointly organized by the Zimbabwe Institute of Engineers and the Engineering Institute of Zambia. Further, he is a registered practicing Engineer under the Engineering Councils of Zambia and Zimbabwe. He served as Operations Engineer for Zimbabwe Electricity Supply Authority (ZESA) at Hwange Thermal Power Station and Operations Manager at Harare Power Station. He was heavily involved in the commissioning of the Hwange Thermal Station Stage 2 Units ,440MW, in 1987-1988. In 2005, he joined the Ministry of Energy and Power Development, Zimbabwe as a Director Power Development and later elevated to Principal Director responsible for developing and promoting sustainable utilization of energy (including renewable) resources. He was also involved in the formation of the International Renewable Energy Agency. In 2009, Munodawafa joined the transboundary Zambezi River Authority as Chief Executive.

Dr. Tahani Sileet chairs AMCOW's Technical Advisory Committee and directs the VICMED project connecting Lake Victoria to the Mediterranean Sea. A civil engineer with expertise in shared water resources, she's served key roles in Nile Water management and is a founding member of the Women in Water Diplomacy Network.

She is also appointed as the National Focal Point of Program Infrastructure Development in Africa (PIDA). She is a civil engineer and holds a PhD in Shared Water Resources Management, a M.Sc. In the “Impact of Climate Change and Sea Surface Temperature on the River Nile Flood Regime”, an International Post Graduate Diploma in Shared Water Resources from Cairo University. She formerly served as the Head of the Central Department for External Cooperation in the Nile Water Sector and has represented the Ministry of Water Resources and Irrigation in many regional and international organizations, the Director of Nile Basin Initiative National Office and has many publications related to Shared Water Resources Management with focus on the Nile Basin. Dr. Sileet is also a founding Member of the Women in Water Diplomacy Network and served on the Network’s first Leadership Council.
