Dr. Barbara Samuels

Dr. Samuels is a global expert in international finance with over 30 years' experience. She is the Executive Director of GlobalDF, a non-profit initiative aimed at mobilizing the private sector for development. Dr. Samuels has a Ph.D. in Management and Political Science from MIT and an M.B.A. from the Sloan School of Management.

Previously served as Minister: Economic in Washington D.C., advancing Africa's economic interests and facilitating US-South Africa investments.

Ms. DITSHEGO Tsebe

Private sector contribution to the green transition in Africa through renewable energy

Ms. Tsebe is UNIDO's National Technical Expert for Green Hydrogen in South Africa. A Chartered Development Finance Analyst, she previously led South Africa's first Country Investment Strategy and heads Gauteng's Technology Investment Office. Her expertise spans infrastructure development, investment facilitation, and policy design, with an M.Phil in Development Finance.

Mr Toru Homma

Managing climate risks to development and operation of critical infrastructure in Africa

Mr Toru Homma serves as Senior Advisor to AUDA-NEPAD's CEO and JICA's Private Sector Development division. Based in Midrand, he manages various Africa-Japan cooperation initiatives and has led 200+ project missions across Africa and Asia. An engineer with an MSc from Manchester University, he specializes in industrial development and trade policy.

Frédéric Mao

Accelerating preparation and financing of transboundary water projects

Frédéric Mao, Senior Policy Advisor at GIZ-Africa Union, leads PIDA PAP 2 policy development initiatives. With 20+ years in development finance, he previously served as Director of Financial Engineering at Atlantique Finance and Central Director at BICEC. Holds a Master's in Entrepreneurial Management from Boston University, specializing in infrastructure development and climate finance.

Mr Jason Seungsoo Jin

Power Markets and Electricity Financial Markets

The Principal Renewable Energy Investment Officer at SEFA (African Development Bank) leads concessional and blended finance for utility-scale renewable energy projects. With expertise spanning sovereign and non-sovereign initiatives across hydro, geothermal, solar, and storage technologies, this role includes key contributions to AGIA and SAPP market development.

Mr. SUGIO Toru

Mr. SUGIO serves as Deputy Chief of Mission at Japan's Mission to the African Union since December 2022, currently acting as Chargé d'Affaires ad interim. He manages Japan-AU partnerships, including TICAD 9 preparation. An expert in peacekeeping and climate change, he holds an MA in War Studies from King's College London.

Dr. John Deng Diar Diing

Managing climate risks to development and operation of critical infrastructure in Africa

Dr. John Deng Diar Diing is the Executive Secretary of NCTTCA, overseeing corridor policy implementation and operations. An infrastructure expert with a PhD in Project Planning, Harvard MPA, and Manchester MSc, he previously served as NCTTCA's Deputy Director and managed South Sudan's strategic road projects. He's a recognized Chevening and Harvard Kennedy scholar.

Dr. Zacharia Kingori

IGAD

Dr. Zacharia Kingori, PhD in Management Studies, brings 20+ years' experience in infrastructure development. At IGAD Secretariat, he coordinates regional infrastructure initiatives across transport, ICT, and energy sectors. His expertise spans project planning and implementation, with significant contributions to continental and regional development forums.

Eng. Munyaradzi C. Munodawafa

Eng. Munyaradzi Munodawafa, CEO of Zambezi River Authority, is an electrical engineer with 40 years' energy sector experience. He holds an MSc in Electrical Engineering and MBA. A Fellow of both Zimbabwean and Zambian Engineering Institutes, he previously managed major power stations and served as Principal Director of Zimbabwe's Energy Ministry.

Mikael Togeby, PhD

Advancing Africa’s Energy Future: Towards the Implementation of Africa Single Electricity Market (AfSEM) and Continental Power System Master Plan (CMP)

Mikael Togeby is an energy expert with a Ph.D. in energy systems. His career spans roles in Ethiopia's Danish Embassy, Ea Energy Analyses, Denmark's power transmission sector, and research. He specializes in electricity markets, renewable energy integration, and energy policy, holding degrees from Technical University of Denmark.

Samson Masebinu

Samson Masebinu is a Power Africa energy specialist with 10+ years' experience in energy systems. He provides technical leadership, co-authored the Power Transmission Financing handbook, and co-leads utility reform initiatives. His expertise includes waste-to-energy conversion and energy efficiency. He holds a PhD in Mechanical Engineering.

Dr. Tahany Mostafa Youssef Selit

Dr. Tahani Sileet chairs AMCOW's Technical Advisory Committee and directs the VICMED project connecting Lake Victoria to the Mediterranean Sea. A civil engineer with expertise in shared water resources, she's served key roles in Nile Water management and is a founding member of the Women in Water Diplomacy Network.

Pierre-Christophe Gam is a French multimedia artist and interior architect who explores the future through mythology and technology. With African heritage, he acts as a modern Griot, preserving communal memories. He founded TOGUNA WORLD and has exhibited globally, including at the Guggenheim Bilbao.

Dr. Wasswa William

AI in action: Towards an African Union AI Strategy Implementation

Dr. Wasswa William is a Biomedical Engineer and AI leader at Mbarara University of Science and Technology, where he heads the Biomedical Sciences Department and Advanced Medical Imaging AI Lab. He develops healthcare innovations for underserved communities and serves on key AI committees, including WHO/ITU AI4H.

Dr. Eric Armel N'DOUMBA

AI in action: Towards an African Union AI Strategy Implementation

Dr. Eric Armel N'DOUMBA, telecommunications expert, led network engineering at AT&T MOBILITY for 10 years. Former National Director of Technology in Congo, he now coordinates the African Center for Artificial Intelligence Research and serves as vice-president of the Francophone AI Research Network.

Barbara Glover serves as Programme Officer for the African Union High-Level Panel on Emerging Technologies at AUDA-NEPAD. She champions technology for Africa's development, leading initiatives in AI policy and governance. Since 2016, she's helped African nations implement emerging technologies like blockchain and gene drives.

Mr Talla Kebe

Data Governance in Zambia: Strengthening Data Protection framework and Empowering citizens’ awareness on Data Rights

Talla Kebe is a technology and policy leader with 20+ years of experience. A former Microsoft executive and AverSolve founder, he advances digital transformation across Africa, co-chairs the Africa Digital Public Infrastructure Stack and AI initiative, and specializes in sustainable development strategies.

Mr Franz von Weizsäcker

Franz von Weizsäcker leads GIZ's digital and economic portfolio at the African Union, managing a €60M data governance program. With a computer science background, he previously led GIZ's innovation lab in Berlin and advised governments globally on digital economic policies.

Dr. Rashid Mbaziira

Dr. Rashid Mbaziira, a water resources specialist with 20+ years' experience, leads AMCOW's transformation as an African Union organ for water security. An Oxford alumnus in Water Science, Policy and Management, he combines expertise in financial management, private sector development, and institutional reform across water and environmental sectors.

Ms. Slindile Masondo Maphumulo serves as a Green Infrastructure Projects Advisor at GIZ. An Environmental Scientist with 14 years of experience, she focuses on municipal services and regional infrastructure development across Africa. Her expertise includes climate change, project preparation, and sustainability initiatives.

Ene Macharm

Supporting implementation of Continental Power Systems Masterplan (CMP) transmission projects via the Independent Power Transmission (IPT) model

Ene Macharm heads Global Partnerships at GET.transform, bringing 12+ years' experience in renewable energy and energy efficiency. She works with African and Latin American governments to develop policy frameworks that attract energy sector investments.

Lucky Masilela is CEO of ZA Central Registry and Registry Africa, and designate CO-CEO of ZARC. His career spans 17 years at Siemens/Nokia Siemens Networks, followed by leadership in the domain name sector. He's served on ICT policy panels and chaired the South African Communications Forum.

Simon Randriatsiferana, a hydraulic engineer and hydrogeologist, brings 40 years' water sector expertise. Previously African Development Bank's Water Sector Lead for Madagascar, he served as Secretary General and Director General of Madagascar's Ministry of Water, Sanitation and Hygiene. Currently coordinates water resource mobilization and climate resilience projects.

Mr. Muzungu Docta

A Senior Advisor to the CEO of ADPI-RDC, managing bilateral and multilateral cooperation for the Grand Inga Project. Former diplomat at DRC's Embassy in Pretoria specializing in trade, investment, and regional integration.
